bccb22ab44 configure: update old copy of pkg.m4
If we copy this code, let's at least make sure we update
it every decade ;)

I also considered removing it. However, then autoconf
can't be run on systems without pkg-config installed
anymore. While that is very unusual, didn't see a good
reason to break that.

f91e211637 Remove support for non ISO C99 vararg support
We require ISO C99 as minimum support for our source code and all compilers
should support the ISO C99 macros. Especially gcc does not need
the gcc extensions anymore. Also MSVC has support for it (as defined
in the config-msvc.h but also double checked)

LCLINT seems to be a C analyzer that history has forgotten about. I could
only find https://splint.org/release1.3.html and an similarly old research
paper.

Patch V2: Also remove AX_ macros from configure.ac

7975e33bd9 Remove flexible array member autoconf check
This is configure macro that tries out how to declare a variable array
at the end of struct. This has been standardised in C99, so there is
no more need for non C99 magic. See also this stackoverflow discussion:

6a5d10e96b Get rid of ax_check_compile_flag.m4
The macro was too new for some of the platforms we still support.  In
particular, centos/rhel 6 and opensolaris 10.  To work around that, we
introduce our own simpler and more tailored ACL_CHECK_ADD_COMPILE_FLAGS
macro, that not only checks but also sets the flags in CFLAGS if it is
accepted.  Since this doesn't use new-and-shine autoconf features, it
should also work on the legacy platforms.

adbf68c00b Enable stricter compiler warnings by default
This by default enables the compiler warnings one could previously
enable using the --enable-strict configure option.  I think it is
okay to do so now, because we've taken care of many warnings in the
more standard builds.  (Most of those were totally harmless, but they
prevented us from spotting new more serious mistakes.)

The --enable-strict flag now enables two extra warning flags that I
think can be useful:

-Wsign-compare warns when the compiler promotes a signed type to
unsigned before comparing, which can lead to unexpected behaviour.

-Wuninitialized adds extra warnings about usage of uninitialized variables
or struct elements.

caa54ac398 copyright: Update GPLv2 license texts
The COPYRIGHT.GPL file was slightly out-of-sync with the last GPLv2
license from Free Software Foundation, Inc.

The changes are primarily a new address, which required touching almost
all the project files.

Except of that, it is just minor adjustments to formatting, removal of
form-feed characters and referencing "GNU Lesser General Public License"
instead of "GNU Library General Public License".

11eedcd007 Fix compilation on MinGW with -std=c99
commit 9223336a88 moved the CFLAGS="-std=c99" bit in configure.ac
before the "socklen_t" test, which relies on #ifdef WIN32 to decide
whether to include <ws2tcpip.h> or <sys/socket.h> - which is no longer
defined then, and things explode in interesting ways.

Change to _WIN32, which is the "always defined on all compilers" define
for this.
