Manually excluded ovpn_dco_win.h because it is an
imported file. ovpn_dco_linux.h is already excluded
because it still says 2021.

Git magic to get branch name
git rev-parse --symbolic-full-name HEAD
doesn't work when we're on tag, which is the case when
we build releases.
First, try to get tag name with
git describe --exact-match
and if this fails, get branch name as before.
Use subprocess.Popen() to suppress stdout/stderr output.

There is no way to detect whether this information
is outdated in nmake itself. So leave it up to the
Python script to decide.
While here, change some leading whitespace to tabs as
expected in Makefile.

Add a simple python script which generates header with
branch name and commit hash #defines.
While on it, fix filename in msvc-generate.vcxproj
and add proper copyright header to Makefile.mak.

Use rst2html to build html from rst. Ignore errors,
this is not fatal and affects only MSI build.
Modify MSVC GitHub Actions to install python3/rst2html
and add html man page to artifacts.

This finally enables standalone MSVC building, without
dependency on openvpn-build/msvc. This makes MSVC build
process much simpler.
Dependencies are managed by vcpkg. To install dependencies, run:
> vcpkg --overlay-ports=<openvpn>\contrib\vcpkg-ports
--overlay-triplets=<openvpn>\contrib\vcpkg-triplets install
lz4:x64-windows-ovpn lzo:x64-windows-ovpn
openssl-windows:x64-windows-ovpn pkcs11-helper:x64-windows-ovpn
tap-windows6:x64-windows-ovpn
To build for other arch, use x86-windows-ovpn or arm64-windows-ovpn.
Custom triplets are defines so that lz4 is linked statically and
other libraries dynamically.
Since we don't have CMake support yet, we cannot use vcpkg manifest
mode, since it doesn't work with overlay ports
(https://github.com/microsoft/vcpkg/issues/12289),
therefore this one-time manual dependency installation is required.
While on it, bump msvc-generate project target version to VS2019 and
cleanup leftovers from compat.vcxproj.filters.

This patch enables building openvpn with Visual Studio 2017.
It is advised to use openvpn-build/msvs/build.bat which
also downloads and build required dependencies.
Changes made:
- updated path to Visual Studio toolchain
- updated platform toolset
- added missing libraries
- added x64 configurations
- enabled AEAD ciphers to make NCP work
- enabled unicode support
- updated source files in project settings
- fix includes
- restored variable which was erroneously removed
- added properties file which sets required env variables
(required to build with IDE)
- etc

The autumn of 2017, OpenVPN Technologies, Inc changed name to just
OpenVPN Inc. Otherwise, extend the copyright to cover 2018 as well.
With the exception of the company name change, all changes have been
performed by the dev-tools/update-copyright.sh script.

openvpn-plugin.h was not generated for MSVC build since it has been
removed from sources and made generated by configure script.
This fix generates it for MSVC build and substitutes macroses like
@OPENVPN_VERSION_MAJOR@ with actual values.
