This is the result after running 'clang-format -i' on all C++ files and
headers, with the defined formatting rules in .clang-format.
Only the openvpn/common/unicode-impl.hpp has been excluded, as that is
mostly a copy of an external project.

pid_t vs uid_t is an obvious copy & paste mistake.
we check for (len < 0) before, so casting it to size_t is safe.

std::strerror() doesn't claim to be thread-safe, so
add openvpn::strerror_str() which is thread-safe by
virtue of the fact that it backs to strerror_r().
